Former parole officer to face charges in December, remains in charge of LR Jackson club

L.R. Jackson Girls Club Director Chancey Raineywas arrested June 9, 2016, and appeared in court again with her attorney asking again for more time.

Attorney Richard West asked for a continuance.

Deputy Prosecuting Attorney Rik Ramsey and Circuit Judge Randy Philhours signed off on a new date for Rainey to face the felony narcotic charges. The newest scheduling order moved the trial date to the week of Dec. 11.

Rainey was arrested for doctoring a hand-written prescription by forging the count for a narcotic medication. According to police, a pharmacy worker became suspicious of an unusually high number of Lortab and Xanax called for on the paper prescription. The pharmacy double checked with the physician, and when the prescription didn’t jibe, the discrepancy was forwarded over to the West Memphis Police Department for investigation.

The excessive quantities were for painkillers and antidepressants.

Lortab, an opioid, is a drug combining acetaminophen and the narcotic hydrocodone and is usually prescribed as painkiller.

Xanax, the number one psychiatric drug in the country, is used to treat anxiety, panic, and depression.

Once arrested, Rainey was immediately removed from her position as an parole officer with Arkansas Department of Community Corrections but has continued in her position leading the east side girl’s club.

The L.R. Jackson Club has endured a public controversy since the summer of 2014 over services offered to youth, and late or inadequate reporting to city which had delayed funding releases from city council on two occasions. The club has made it a standard operating procedure to force the city treasurer to pay utility bills and liability insurance premiums from city proceeds. Utilities at the club are chronically overdue. Rainey offered a new variety of services for summer programs which served to quell the city council funding concerns and has remained in charge of the youth club as the pending trial date was moved back for the fourth time.
