West Memphis Mayor Bill Johnson looked on as Donnie Blair of the Community Development Department presented a fair housing month proclamation to Director Paul Luker during the first city council meeting of June. Blair proved progress in housing standards on the

60th anniversary of the act by asking the audience how many had grown up in homes without facilities. The 1968 Act served to establish housing standards and anti-discrimination practices for seven protected classes.
